THE number of property sale contracts deposited at Land Registries in favour of Cypriots last month increased by 97% compared with January 2011, according to the latest figures published by the Department of Lands and Surveys.</p>
<p>This increase follows a 22% rise in December and may be attributable to the government tax incentives introduced late last year. But some of the increase may result from a last-minute rush to take advantage of the six-month window of opportunity to deposit ‘old’ contracts of sale that had not been deposited, which expired on 29th January.</p>
<p>Sales were up in all districts, with a total of 697 contracts of sale being deposited compared with the 354 deposited in January 2011.</p>
<p>The free areas of Famagusta saw sales rise by 536% in January. Sales in Larnaca were up 300%, followed by Paphos (+162%), Limassol (+79%) and finally Nicosia (+16%).</p>

			<content:encoded><![CDATA[<p>The House of Representatives has voted unanimously to abolish or reduce Cyprus Property Transfer Fees for a period of six months. The changes came into effect on Friday 2nd December 2011 and will remain in force until the end of May 2012.<br />
 ■For those who pay VAT on their house purchase, no transfer fees will be payable.</p>
<p> ■For those who do not pay VAT on their purchase, property transfer fees are to be reduced by 50%.</p>
<p>EXAMPLES:</p>
<p>For a property with a selling price of 100,000 Euros:<br />
 PREVIOUS TRANSFER FEES: 3,300<br />
 NEW TRANSFER FEES: 1,650 or ZERO (if there is VAT during the purchase)</p>
<p>For a property with a selling price of 130,000 Euros:<br />
 PREVIOUS TRANSFER FEES: 4,800<br />
 NEW TRANSFER FEES: 2,400 or ZERO (if there is VAT during the purchase)</p>

			<content:encoded><![CDATA[<p>Budget airline Ryanair will launch 40 weekly flights to 14 new destinations and base two of its aircraft at Paphos Airport from April 2012. The announcement has been greeted with enthusiasm by local tourist and commerce chiefs and comes after years of negotiating with the Paphos Tourism Board and the Cyprus government.</p>
<p>The new destinations are: United Kingdom (London – Stansted), Greece (Patra, Chania, Thessaloniki), Germany (Frankfurt, Memmingen), Lithuania (Kaunas), Poland (Krakow), Italy (Rome, Pisa, Treviso, Bergamo), Norway (Oslo), and Sweden (Stockholm).</p>
<p>“This very positive development is perhaps the most important in recent years. This collaboration comes at a critical phase of the economy,” A Paphos Tourism Board spokesman said. The presence of Ryanair is expected to reduce unemployment and to upgrade the tourism status of Paphos.</p>
<p>The airline’s CEO, Michael Cawley, said: “Ryanair is delighted to announce Paphos as our 50th base with 14 routes beginning next April. Cyprus-bound visitors can now beat the recession and escape high fares by switching to Ryanair’s lowest fares and our no fuel surcharge guarantee, flying to Paphos on 14 routes from all over Europe including Germany, Italy and Sweden among others. Ryanair’s 600,000 passengers p.a. will sustain up to 600 jobs in Pafos.”</p>
<p>Last week the Paphos Tourism Board welcomed government plans to provide incentives for airlines to increase their use of the island’s airports in Paphos and Larnaca. Airport operator, Hermes, and the Communications Minister announced details of a plan consisting of key points which aim to entice airlines to introduce flights or increase their existing service volume.</p>
<p>As we all know one has to be careful when booking with Ryanair due to its policy of adding charges for almost everything it can, please check before making reservations and read the small print which they have provided for you.</p>

<p>THE INTERIOR ministry has presented new automation systems that will be installed at the Town Planning and Land Registry departments to upgrade the services they offer the public.</p>
<p>Presenting the systems on Friday, Interior Minister Neoclis Sylikiotis expressed his conviction that they will “usher in a new era in the services provided by the state to the public.”</p>
<p>The first concerns a comprehensive information system worth over €12 million for the Town Planning Department that will cover all its activities and services as well as those of district administrations regarding construction permits.</p>
<p>The system will be rolled out gradually within 36 months from the day of introduction, the minister said.</p>
<p>For the public it would mean less bureaucracy and shorter waits for construction permits, Sylikiotis said.</p>
<p>It will also allow people to access useful information through the Internet.</p>
<p>“For the state, among others, it means cuts in cost, increase of productivity, (and) a more rational organisation of development,” Sylikiotis said.</p>
<p>As regards the Land Registry, in the next two months the department will introduce an Internet application that will provide the public with information on plots of land.</p>
<p>At the same time the Land Registry will be linking its systems with municipalities that will be able to input information about property within their boundaries, the minister said.</p>
<p>This will in turn enable the Land Registry to swiftly provide the public and other departments with information. Tenders for this system will open early March.</p>
<p>Sylikiotis also said that efforts were underway to introduce in the next four months, an online system linked to the civil registry and migration department where users will be able to change personal data and submit applications.</p>
